China’s Magnet Export Crackdown Is Putting Companies Like Evolution Metals in the Spotlight (NASDAQ: EMAT)
China's Ministry of Commerce just placed six rare-earth categories on a new export control list. Against this backdrop, non-China magnet capacity has become a critical strategic asset, putting companies like Evolution Metals & Technologies Corp. (NASDAQ: EMAT) in the spotlight.
China's Ministry of Commerce just placed six rare-earth categories on a new export control list, with a decision on expanded restrictions scheduled for November 10. The move comes as market participants and defense contractors face a January 1, 2027, deadline when U.S. DFARS regulations will bar Chinese-origin rare earth magnets from military applications. Against this backdrop, non-China magnet capacity has become a critical strategic asset, putting companies like Evolution Metals & Technologies Corp. (NASDAQ: EMAT) in the spotlight.
A report from National Business Daily, a major Chinese financial news outlet, confirmed on October 9 that China's Ministry of Commerce and General Administration of Customs added six rare-earth categories to the country's export control list. An analysis from law firm Morgan Lewis points out that on November 10, 2025, China's Ministry of Commerce announced a one-year suspension of its expanded export control list on critical minerals, a pause set to expire on November 10, 2026.
The Looming Sourcing Cliff
The potential tightening of Chinese export controls coincides with a critical regulatory deadline in the United States. Under DFARS 252.225-7052, starting January 1, 2027, the Department of Defense will bar the procurement of defense systems containing neodymium-iron-boron (NdFeB) magnets made with rare earth materials mined, refined, or produced in China, Russia, North Korea, or Iran. A Pillsbury legal analysis notes that the rule applies to the entire supply chain, meaning defense contractors must verify the provenance of magnet materials down to the mine of origin.
Replacing Chinese supply will be no easy feat. According to data from the International Energy Agency (IEA), China currently controls approximately 70% of global rare earth mining, roughly 90% of refining, and over 90% of sintered NdFeB magnet manufacturing. The United States has virtually no commercial-scale production of high-performance sintered magnets today, leaving defense and commercial supply chains acutely vulnerable to any export disruption.
Non-China Capacity in Production
Against this backdrop, Evolution Metals & Technologies Corp. (NASDAQ: EMAT) has positioned itself as one of the few viable non-China alternatives. The company operates a commercial-scale facility in Pohang, South Korea, capable of producing high-performance sintered NdFeB magnets. Unlike projects that remain on the drawing board, EM&T's Pohang plant is already operational, with a current capacity of approximately 1,000 metric tons per year.
Crucially, EM&T's magnets have earned commercial validation across six distinct grades with global Tier-1 electronics OEMs, spanning consumer to defense applications. The company has also secured non-China NdPr metal feedstock through an agreement with Senri Trading and SRE Vietnam, taking delivery of its first shipment in July 2026.
Aggressive Expansion Underway
To meet surging demand ahead of the DFARS deadline, EM&T has ordered thirteen sintered magnet production machines from ULVAC Korea, with delivery and installation scheduled for October 2026. Once commissioned, these machines are expected to scale the company's total annual capacity to more than 10,000 metric tons, including roughly 6,000 metric tons of sintered NdFeB magnets.
To support this expansion, EM&T recently secured principal terms for a 750 megawatt power infrastructure agreement with Korea Electric Power Corporation (KEPCO), backed by local government support and planned land acquisition.
Reflecting its accelerating operational progress, on October 9, EM&T raised its fiscal 2026 revenue guidance by 62% at the midpoint to $10 million - $11 million, while reaffirming its fiscal 2027 outlook of $400 million - $460 million. The company will showcase its expanded Pohang facility to industry executives and defense contractors at an operational showcase on December 17, 2026.
The Bottom Line
As the November 10 expiration of China's export-control suspension nears and the January 1 DFARS deadline approaches, the window for securing non-China rare earth magnets is closing fast. With active commercial-scale production, verified Tier-1 certifications, non-China feedstock, and an aggressive capacity expansion already underway, Evolution Metals & Technologies Corp. (NASDAQ: EMAT) is emerging as a linchpin in the Western supply chain at precisely the right moment.
